Well we may realize it, but what exactly are civilians suppose to do. If we revolt against Police (which has happened before) they simply call in the National Guard, or eventually the Military, because if it did get out of control as in total chaos, it would have to end somehow, and it's usually the Government, who wins. I too have personal feelings against officers who abuse their power, unfortunately they are not being held accountable for it, that must end. Maybe by amending laws, making new ones, which would have to go through congress if a federal law etc., and unfortunately handled by the politicians, who do get special treatment.
