I think the idea of the song and title is to reflect the way the "west" sees and has treated the persian/arab region, regarding oil etc etc. So its "Blues" as in "Sad"
it's not meant to be a blues song. as well as what others have said, neil arthur was in a band called blancmange who were an early 80s british electronic pop group. many groups in that era were influenced by or grew out of the musical philosophy of punk which sought to overturn older rock styles from the 60s and 70s such as blues-styled rock and create something new (most techno alike generally). the use of the word 'blues' in the title was therefore most likely quite tongue-in-cheek.
