it looks pretty diluted, so it might be a combined sewer, with storm run-off and septic.

Grease builds up inside the sewer line, and that would create a sewer backup. Even rocks and debries cause this.

Any wastewater that gets discharged to surface
waters or storm drains must be reported to EPA,
fish and game dept., regional water quality control board, health dept. and, any local watershed that may be affected.
