The flower animation is a series of 2D frames that were drawn in photoshop and through a step-by-step process of coloring in little parts of the alpha channel at a time. Then as each alpha channel step is completed, it can be saved out as a frame to later be imported into Maya as an image sequence on a plane. There's a little more to it, but that's the general idea. : )
The Sakura petals were single frames, around 16 variations or so, that were assigned to locators in Maya that would be attached to animation curves. It was really nice because it achieves either a fast start or slow-down float speed depending on the type of curves you draw. : )
