They want the parents to voluntarily add his or her child's information unto the CD, such as digitized finger prints, dental records etc. Then they want you to put your child's name on the CD & turn it in to the authorities, "should your child becomes "missing". Don't buy into it, these people are evil & want to track you & your children!
Before you comment, you should look into the program. You probably have a blank CD, duh! If it had been processed correctly, there is a PDF form that interfaces with NY State Department of Criminal Justice databse, if the need arrises.
