Actually, Quebecois(Quebecer)decided to stay in Canadian federation by themselves. There was a vote for independance of Quebec, but more people vote for a quebec as a province of Canada. Why don't you do that for Tibet ?? I guess 99% Tibet people will want independance from Communist China.
