you have to go in to internet settings (inside Internet Explorer) and set your proxy settings so they are the same address in the TOR browser (look at the Vidalia settings which control your connection to the TOR network) then you are using that network, so actually you can use TOR, though TOR users frown upon using it for p2p because it severely slows down the network, it is only meant for anonymous browsing
fyi, the way you've explained it... Tor is only changing your IP when you are using the internet with the included Firefox browser. It does not change anything while you are actually downloading things through other protocols.
why would you wanna block piratebay? and not companies like microsoft and stuff?
