Matter of opinion, I would give Mortal Kombat a slight edge here because it's more technical fighter imo, but Killer Instinct wins for the atmosphere part, most because of music.

Anyways, again only my subjective opinion, Street Fighter 2 series - the best fighting game ever made and nothing can ever come close, not even nowadays so famous Super Street Fighter 4, nor any other future game XD
