This is a sensible approach to address small business needs. Reducing their costs, removing capital gains for small business investment, increasing loan availability, and creating incentives to provide health insurance coverage for small business employees. This could only help the economy and job growth.

You forget one thing - Small cos need to have enough business to expand. You can give them access to all the loans you want, but cos are not going to take the money if they don't have enough business to warrant expansion. Instead of expanding, cos are merging together and in many cases, purging employees and expenses. Besides, who would want to start a business right now?
