OK, the narrator is a guy who goes by the name of VJ Jingo, who translates English-speaking movies into Luganda. However, since the actors seem to be speaking Luganda, maybe it's a VJ jingo imitator, translating into Atesso, Lusoga, Dhopa dhola, or any of the other 50 or so Languages native to Uganda. They started this in the 80's because not everyone could read subtitles, and now it's kinda tradition. I lived in Uganda for over 2 years, and saw plenty of these.

Actually, the voice-over doesn't bother me at all. It's more like ongoing audience (of one) commentary rather than narration. It's especially entertaining during the fight scene where the commentator's laughing or making weird comments like "Mafia!"
