Funny thing is, even with the Bonta Kun outfit on, you can still recognize Sousuke. This pretty much reminds me of that one loony tunes episode where Daffy gets turned into a flower headed blue frog that makes cow sounds. That was apparently meant to prove that no matter how he looks or sounds, Daffy is still Daffy. Guess the same goes for this guy too.

If you ever seen Hamtoro, the hamsters and the bonta-kuns seem very alike in their general feature.

Since some anime have parodies of other animes in themselves, its possible the makers wanted to use something innocent from children shows and use it to bring out a few laughs.
