People need to understand, When you unlock any phone to work with another carrier it only works with the technology in the phone. For instance, when you unlock your phone it works with any SIM based network, or GSM, so you can use t-mobile. Verizon and sprint is off limits since they're CDMA.

No, jailbreaking does not allow you to use any carrier. Jailbreaking is completely safe and reversable, however UNLOCKING is not as safe and you run the risk of bricking your phone. So to correct the question you answered, no, jailbreaking does not allow any carrier.
