Why does Arturo do a Crouching Fierce, then whifs the grab? I've seen him do that constantly. Does that give any advantage?

Seth definately has a follow up to crouching fierce, the best one of which is LP Shoryuken, 3 headstomps, divekick and then maybe try an SPD on the reset. None of this combo costs any EX meter, so perhaps Arturo just does it when he wants to fill up some EX meter. I guess we would need to ask him to find out for sure.
