He also claimed that serialism would ensure that German music remained at the forefront of music for the ensuing century. Do you agree/disagree with him on both assertions?

Before Serialism was devised there existed "atonal music". Schoenberg, Webern, Berg all wrote "free" atonal music before deciding to use a system to compose it. They wrote free atonal music for quite a while. Franz Liszt also started to write atonal music in his late period as well as Charles Ives in America. The latter composers never used Schoenberg's twelve tone technique.
what you described was the 12 tone technique which was like the base for serialism called dodecaphony. serialism expanded this theory to the way each note should be played, no?
