You say that you aim for level "F"reading which is a "little ways" into first grade? Why? The problem is that not all kindergarteners are five by the start of the school year. New Jersey's cut off rate is Oct. 1st for five. It should be in July so that all children have an equal chance at succeeding and not failing to meet this requirement. Not all children progress at the same rate.
