The Nazauls, at this point in time had been washed down the river, with the horses that they were on drowned. They were making their way, formless and on foot, back to Mordor. They would not have been there to bother the eagles.

well, the eagles are ancient beasts.....they are not anybody's pet......like humans, they only help those who they are close to, i dont think they would be willing to help with the burden of the ring with two hobbits. AND the only reason the eagles could get to frodo at the end of the movie, is because saruan was distracted with arigon and his buddies battle at the black gate.
