The difference between the AUS and UK parliaments are quite profound even though the former is based on the latter. What a silly Parliament! Why are Members allowed to interrupt on trite points of order? Why is the Speaker of the House neither elegantly attired nor eloquent as befits the arbiter of a lower chamber in the Westminster tradition?
1. The Standing Orders here say that a Member may raise a point of order at any time. The Speaker is then bound by the Orders to rule on the point of order.
2. Australian Speakers have not worn QC's attire and wig since Sir Billy Snedden in 1976. Speakers of the Liberal Party wear an academic gown, but Labor Party Speakers have chosen not to wear any formal attire.
In a way, the House does have benches facing each other but the chamber was designed to seat 170 MP's, if need be. For some reason, our founding fathers decided to have the Houses of Parliament designed like this.

The difference between the AUS and UK parliaments are quite profound even though the former is based on the latter. The most striking difference as far as I can see is that the speaker in the UK parliament controls members during proceedings, whilst the Aussie speaker seems to direct them and has total control; almost like a ringmaster

Another difference is during the UK question time, the opposition is allowed to debate the points. In ours they are only allowed to ask questions.
The government is only required to address questions in the broadest possible sense, so question time is really rather useless over here.

The answer to your questions are as follows:
1. The Standing Orders here say that a Member may raise a point of order at any time. The Speaker is then bound by the Orders to rule on the point of order.
2. Australian Speakers have not worn QC's attire and wig since Sir Billy Snedden in 1976. Speakers of the Liberal Party wear an academic gown, but Labor Party Speakers have chosen not to wear any formal attire.

A snapshot of relevant points of order. These existed in Howard's government.. in Keating's government.. etc etc. Here's an amazing fact: Government politicians will sometimes CHOOSE not to answer the question, and this sort of stuff eventually slides. It's nothing new. I have to admit the speaker's reaction to "yesterday's question" was hilarious, and Swanny is a sitting duck.

For example his snubbing the Japanese prompting a query from them, saluting GWB, and visiting Kate Blanchett when he should have been at Button's funeral. 3. Just look at the polling. Rudd has the highest preferred PM and Labor has the highest two-party preferred opinion polling in Australian history. Beazley/Labor were far higher after the 1996 loss.

The point is that Labor don't, won't, or can't, answer the questions put to them, and the number of times that needed to be pointed out by the Liberal members and drawn to the attention of the speaker, is evidence of that. As regards the Labor members replies.. I haven't yet figured out how to fit 1 hour of parliament into the 10 min video limit that YouTube imposes. :)

This Speaker has no confidence at all. He lets MPs say, "Point of Order" when they are meant to say "Mr Speaker, Point of Order". Previous excellent Howard Government Speakers like Ian Sinclair and David Hawker, never made these mistakes and carried things out, in Parliament, in an orderly fashion.

I was really suprised at Rudds behavour is this session. He was asked(not in this video) a simple question about whether or not he had confidence in his treasurer, and he responded by shouting in a very angry and pompus way, as if how dare he be held to account. He total avoided the question too. It really doesn't suprise me one bit. I knew Labor were full of shit, just like the NSW state government. Problem is people seem to be far more excepting of incompetance from Labor than from Liberal.
