Nope, the bird successfully runs forward many times throughout the video and during these bursts of forward motion its whole body tilts forward, not to either side in particular. Were the legs broken then the bird wouldn't be able to achieve any form of sustained forward motion.

Reminds me of Evening Grosbeaks that would eat fermented fruit off of trees in front of a place that I worked at. They would get so drunk they couldn't fly and a few would fall out of the trees then stagger around till they found a place to hide under shrubs to sober-up. It looked really weird when they were able to kind of fly away.
