We shouldn't think of this as a "Symphony". In the Baroque Era the word sinfonia was often used as a synonym of "Overture". Since Hasse was an Opera composer, I suspect that this is actually a type of overture in 3 movements.
Reinhard Goebel has certainly blazed a trail across German Galanterie of the mid eighteenth century.I find this dutiful but not one of his better performances.Beyond some fine dynamic contouring he seems to be grasping at straws...
There's something elegantly symmetrical about Hasse's music yet it's still coarsing with energy. Very underpraised composer.

Generally, yes. He was primarily an opera composer so his style is certainly energetic and dramatic.

The painting is of the city of Dresden, where Hasse lived for most of his life.
