@0162152249 you can use custom sprays, but the resolution can't exceed X amount of pixels and the dimensions have to be in multiples of 8 IIRC. You'll need a tool to convert your picture to 8 bit TGA (I think) and then another to pack your file in a pwad, you name it something specific and put it somewhere in TFC's folder (or another mod) and there, you have your custom paint. Sorry I can't remember the specifics, I suggest looking up a tutorial.

Wrong. The founders of Valve created TF 1.5 as a free mod for Quake1 (QuakeWorld). Valve then licensed the Quake engine from iD Software. They created Half Life 1, then ported TF 1.5 to it (and called it TFC). Steam came long after Half Life 1 & TFC as a distribution platform for new products, such as Half Life 2 and Counter Strike: Source.

@shermanradio The founders of Valve didn't create TF at all. Valve picked up the developers of the mod and then those modders made a version to run on the Half Life Engine while they were working on TF2 for god knows how long.
