We have a few videos of this nuisance; sometimes if will linger around or shine lights at you to harass or intimidate even though they think its investigating. There's a limit. File a complaint and provide evidence with Mesa internal affairs, the FAA, a local judge, and the Justice Department. Subpoena the time and flight of the officer committing the crime or offensive behavior
Also get his bonding agent telephone number, file a complaint with the bonding agent. He'll have to pay more for his bond and my lose his job if he can't be bonded...
