I think it had something to do with the continuing satirical reference to NZ having more sheep than people... and men getting lonely. Check out the 'Black Sheep' movie trailer. Kind of plays that bit up a bit ;)
What I can tell you from my first hand knowledge is that this advertisement was NOT banned in New Zealand - I was living in New Zealand at the time it was screened.
It is far more likely to have been banned in Australia where they appear they seem to have a similar in false morality to that in the USA.
When it was aired in NZ it was temporarily banned after 120 complaints. It returned to the air after 8:30pm (Adult Viewing time). It was never banned in Australia and only ever received 1 complaint.

I agree, it's my slang of choice ^_^ The term 'buggery' originally referred to sodomy or anal s*x in the late 1800s, 'an act of buggery'. Some countries still associate bugger with that meaning.
