Both Haruhi and Lucky Star are made by Kyoto Animation. Both Haruhi's and Kona-chan's voice actress is Aya Hirano. So this parody can be done. There is similar case in Sgt. Frog (ケロロ軍曹). Many Gundam parodies are found in Sgt. Frog because both are made by Sunrise.

In the beginning, the man tries to order 2 dishes, but the waitress says (sounding bored) that they're both currently unavailable, so he orders another dish that takes 15 minutes to make. Kagami comments on the crappy service. Konata acts as her cosplay character and rushes her friends while they ordered. Later, Konata preforms Hare Hare Yuki (look up in English dub) At the house, Konata introduces a Foreign girl named Patrica, who says nice to meet you. Sorry that's all I can fit :)

That is Yuki's voice actor because Minori Chihara also voices Minami. They gave her an extra.

Ayano is voiced by Yuko Goto (Mikuru) in the drama CDs and game

Y'know I wouldn't discount the English dub right away (c'mon hardcore Otaku, at least give it a chance), but I will say the joke about switching between Konata's and Haruhi's voice works better in the Japanese dub. There's more of a difference between the two with Aya Hirano than there is with Wendee Lee.
