There was a period when jazz was basically "suppressed." A notable example was Leonid Utyosov's band: started out with jazz, but were pressed into other music (Soviet chanson, really:). Later, Jazz was given a little more freedom. In my time (the 1980's) Soviet TV saw jazz bands, like Anatoly Kroll. After the "thaw", Soviet movie industry even made a movie about jazz censorship, called "Jazzman" (1983). You can find it on IMDB.
