With additive mixing, you can make CMY with RGB (R+G->Y) (G+B->C) (B+R->M). With subtractive mixing, you can make RGB with CMY (C+M->B) (M+Y->R) (Y+C->G). CMYK is the used for printer ink, so yes they can work for pigments, and they can be considered to be primary pigments. RYB can work for pigments as well but you will need white to produce better reproduction of cyan and magenta.
red+green=yellow, green+blue=cyan. so y add yellow instead of cyan? because most consumers think red yellow and blue are the primary colours and so they quickly accept that adding yellow to the standard rgb system is important.
The eye is more sensitive to yellow. For the same energy consumption, yellow stands out more. Yet, red and green to make yellow is not as energy efficient as using yellow directly. Many monitors already have a cyan tint to it, so cyan isn't as important than adding yellow, though it is obvious that if it were included, the monitor color range would be increased even more. I have seen the Aquos in person, and yellows on other monitors look like butterscotch by comparison.

Well the TV produces light (as opposed to pigment). Calling that fourth color primary while the other three still retain that title is a misnomer. To do that is to ignore why they were called "primary" in the first place. I'm sure they've done it only to avoid confusion.
