Zod and Ursa led the insurrection to take over Krypton as they were both of the military class on Krypton and thought that the Council was weak and ineffectual. Read Kevin J Anderson's Last Days of Krypton for more details.

Did Jor-El put the Phantom Zone Projector in Kal-el's ship though? It only showed him putting Clark as a baby in the ship. But I'm not much of a superman hardcore fan to know if there's something else to be said about this.
If I recall correctly, Jor-El's original plan was to have all the kryptonians take refuge in the Phantom Zone before Krypton exploded. The ship superman was transported to Earth in was the escape vessel that would have been used for this plan. The projector is most likely in the ship because Jor-El intended to carry the entire Kryptonian populace whilst giving him enough legroom in the ship :).
If nothing else, Jor-El would've hoped superman would find it one day to learn about Krypton.
Okay, assuming it is just to let Mala out. Why not let her out on a red sun planet where her true nature could be revealed without endangering the earth. I mean the Green Lantern Corps could be contacted for this.
Mala, orignly a man, was one of the early Kryptonian criminals. he and his brothers were placed in a rocke which ended up on earth. (this was before the Phantom Zone).
id love to know why they made jax-ur(known in this as dax-ur) a good guy in smallville, i still dont know where that will end considering theyve completely altered the whole mythos
