Doing everything digitally can appear so me-ch-an-ic-al, and turn an audience off, humans respond well to things made by humans. Best left for buildings and cars, but characters breathe when hand animated. I use software for 2d animations, but often substitute hand drawn, (with a wacom pen), animation, because although it takes longer it looks better.
I agree with you one hundred percent...except when tracing animation that already came before. The result, while not stiff, is very very clumsy compared to original animation produced by ink and paint. The dancing characters here appear to vibrate when they move. Compare it to the original 1950s version, which has much smoother animation.
That's because they probably traced the information off hand drawn cels, which are in themselves tracings off original animators drawings. The drawings always go first. It is feasable the animation was taken from a print if the cels didn't exist. Without the animators original timing charts, it would be hard to keep it all steady when lines seem close. Other than re-animating parts of it. Which since they were re-using animation, the budget probably wouldn't stretch too.
I have a feeling they didn't even use the original cels - they probably traced it off of the film negatives, a technique that had been used in the 70's to colorize black and white cartoons (and had an even worse result than this). Since this is shorter and was probably retraced with a higher per-frame budget, it is a bit closer to the original result than they were, but the decline in quality still shows.

I don't care how good anyone is with a pencil and ink, I've never seen it done successfully. Tracing it digitally is a better way to achieve the same effect. Of course, that wasn't possible in the late 1980s, so they should have just completely reanimated it using the same timing cues.
This is part of the open for the 1983 Bugs Bunny Road Runner Show, part of which was not seen during it's airings on CBS. And part of this here was edited for ABC's Bugs Bunny And Tweety Show, which prior to this, had a different opening. But you may have know that by now. @tkwtube01
