yes, it's Ukraine and it looks like it's a road from Dnepropetrovsk to Nikopol. Though the accident didn't take place on narrow part it's is very dangerous. I've seen many accidents there.
As for the driver: Dude, learn how to cut the video. It's boring to watch it 10 min :(
