How did you even get to this part I can never get past the second level of the first hotel because the rom tells me the disk needs cleaned.

This game have a cheat which you can access all hotels.

I believe to access, you must lose all lives and enter your name as "B_ " (B, underscore, space). Unfortunately, if I lose even one life on the emulaotr, I must reset from the "Dirty Disc" error.

I ran Hotel Mario through an emulator and the cutscenes looked like garbage! How did you manage to get these results?

The emulator has some problems about loading a second background, but this is the only cutscene that use only one background, so there's no problem at all.
