The other dogs that were not going for the hyena look like they were keeping watch or blocking the escape route of the hyena or maybe preventing any other animals (i.e. other hyenas) from interfering if there were any close by. There were enough wild dogs to kill or seriously injure 2-3 healthy hyenas and at the looks of things, there's enough meat from 1 hyena to feed all of the dogs!
