Oh, please do more research before you start talking. First of all, an Islamic State would have a Caliphate depending upon where the state would exist. The Ottoman Empire had a sultanate until the early 20th century. Most of Islam is tolerant of the people of the book who are mostly polytheists. I could fill volumes about this, but I suggest you read up on Islamic civilization from the 630's to the 14th century (around the beginning of the Ottoman Empire).

Good questions. We Muslims will be the first to admit that these punishments are severe. Why doesn't God punish directly, or where is God, for that we'll have to go back to the Islamic view of life, universe etc. First, we credit more power to God than any other belief system on this planet. We believe that the good and bad both come from God. That may sound surprising but let me elaborate.

Nothing happens without God's permission. Satan misguides people with Allah's leave. Allah has absolute control over every spin of a sub-atomic particle hence nothing can happen without His leave. Now why sin, sorrow, war, why not reveal Himself and Judge between people? It is essential to note that this world is not meant to be the perfect abode for humans. It is a testing ground and nothing more, where we are thrown against odds and adversaries and calamities to test us.

Why test us if He already Knows and Controls us? We have free will. Our Destiny is Known to Him like if I can tell you the result of every coin toss b4 you do it. I'm not controlling your toss but I am aware whether heads or tails will come up. Hence free will and destiny. He has equipped us for this test with intellect. He does not show Himself but He has equipped us with faculties to find Him with Reason.

So God is not going to intervene in this world at all. He provides us with laws and commandments to live by, allowing some things while forbidding others. For some sins the punishment is Extreme. Why? The only answer a Muslim can give is "Cuz God said so". So why do Muslims believe in this? Why not reject Islam and embrace atheism and agnosticism as many former Christians have done?

The answer is the Quran. I've personally read almost all claims of anti-Islamic websites and verified them. Rest assured there is not a single Muslim who knows of these claims and hasn't verified them. You can't sit still if that claim is rankling in the back of your head. You NEED an answer to it. We have verified all of the scientific claims of the Quran.

We've put it through all of the falsification tests that the Quran itself suggests, and ONLY THEN do we submit that yes this is from God and we will abide by it. In Islam faith is based on knowledge. Muslims are human too and we have the same inquisitiveness, doubts as everyone else. Now I do not expect you to accept this as an atheist but this is how we are.

Hence the 5 daily prayers, fasting, no alcohol and no sex out of wedlock. This is not to say Muslims don't DO this, but all will admit that they are sinning and hope that God will forgive them. There is no challenge from a Muslim to these Commandments. Hence we agree to live by these laws IF there is an Islamic state.

This is a MAJOR "if", cuz Islam is not about punishments, in fact that is a tiny fraction of the model of an Islamic State with welfare-> Zakat and many many other things and THOSE things are why Muslims yearn for an Islamic state.
