He was, in effect, proclaiming his freedom from ALL political and civil organizations.
Your quote of Thoreau saying "That government is best which governs least " is only half complete and misses the meaning he put into the opening line of his essay. The missing portion was the aim, thesis and spirit of his essay:
"The government that is best governs NOT AT ALL; and when men are prepared for it, that will be the kind of government they will have"
That government is best which governs not at all, would take great patience and faith from those in authority and it is an approach that I would love to see. The less faith they have, the more they interfere, the worse they make it. Time to follow the spirit of laws not the letter of the law.
your are correct. the poll tax he refused to pay was specifically for the Mexican-American War and also slavery and he explains this in Civil Disobedience.

A bit misleading with reagards to Buddhists view on begging. The purpose of begging is to promote Buddhism. You cant eat unless you promote Buddhism.
