What was galling is that he was the chairman of the Caucus of Missing and Exploited Children when he solicited 4 pages. Foley didn't learn from Studd's mistake. What made it worse was the appearance of Foley as a predator (c'mon now, 4 pages). Studds had an affair with one page that was at the age of consent. Although he broke no law, he was censured and stripped of his chairmanship. He later got it back.
