I'm not completely sure of what's happening here, but from my basic luthier knowledge of basses, I know that the bridge is grounded to some of the potentiometers in the electronics with a thin wire. So basically, he's just using the jack cable's positive end to complete the circuit but only when he touches the bridge with it (kind of acting as a kill switch).

@squiresuzuki wrong, you need both ground and lead to complete the circuit and the phase would be inverted, he's just, with the jack, touching the bridge that touches the strings that touches his fingers creating noise that goes through a distortion and a wah and he just rocks the wah back and forth changing the tone.

@youkaisayaka Try using a wah wah pedal. The sound you're hearing from the chord is feedback, from the strings. Lean on the crybaby pedal, and it should manipulate the feedback, causing it to sound just like this.

I use that exact term to describe him. There is no ONE best for me because each guitarist on my list has a unique reason for being at the top. But Morello gets the most innovative award. I would have put it in my response here, but I hadn't seen the Talking Heads Live in Rome concert which featured Belew playing. It was my first experience of him playing.
