The accountability the PEOPLE WANT has more to do with separating the politician from the lobbyists/corruption. I dunno a school grade to this I feel like this is an A for effort but D for effect it just misses the real problem. Lobbyists.
This is crazy, these processes and rules are in place to limit the Fed Government's power. While the Senator might not like the "Gridlock", it prevents the party in power from supreme control. Now this might be well and good while he is in office, but I am sure that he wouldn't ahve supproted this when Bush and the Republicans were in office. How does this work? Does the Rules Committee have to approve? Does it go to the floor for a vote? If the Constitutional Option for Rules goes to the floor, does that need a majority? or 2/3? Very interested in whether this can actually happen.
The Constitution says that "each House" can makes it's own rules. As Udall points out, on the first day, a debate of the rules is called, debated, then voted on, with 51% needed to pass. In those rules would be a rule stating that there's no more super majority needed for a cloture vote. Cloture votes pass by a simple majority, 51%......as it should be.
Even if you kept the rules unchanged, you will have at least voted on them, and would then be accountable for them.
After listening to Tom, it makes me proud to be a born and raised New Mexican from the great city of Las Cruces. His simple presentation should be shown in all 8th grace civics classes. Good Luck during the upcoming session. Fight the good fight.

I say, they want to hold things up, make them work for it, and make them do it out in the open, rather than hiding in the anonymity the modern form allows. Talk until they drop, then let the grownups get back to work.

The most basic rule of this -set down hundreds of years before the United States was a nation- was that the majority rules... if the majority doesn't rule, this isn't a representaional democracy, it changes to a type of aristocracy, and the people feel powerless. Which is what is happening today. Once the majority rules, then vote Independent or any other third party, that will solve the party politics problem.

How do you make rules that can pass with a majority vote that doesn't set up rules in favor of the majority?
How can you make sure that the majority of the senate isn't the corrupt ones that are actually ultimately taking away powers from the less corrupt senators?
@corylulu With simple majority rule, the voters will be able to determine who is and who is not doing their bidding. As it is now, the minority rules and the majority gets blamed. It needs to be fixed and only the senate (short of a change to the constitution( can fix it.

I don't believe in a simple majority for all issues. Some things need more than that, some things need less.

well, to be honest...it's the first glimmer of hope I've seen for our leadership!
Time will tell if there's any wisdom left in that bunch...a little rehab for some might help but ultimately, the wisest will have to stage some interventions.
