standard "tone" is just 1khz audio. Most editing software will do it.

It's actually the "sign on" in some ways -the test tone is meant to adjust speakers/volume the same way the color pattern is meant to adjust your television. If it wasn't annoying you wouldn't pay attention to it! 8)
