Nope, it isn't. Ever saw English words based on Latin? There are so many of them. even the English grammar is nearer to the Latin than the German(ic) one. Sure, there are elements that are similar to German(ic) but that doesn't necessarily mean that it's -the- language English is based on. Maybe one. Besides, you can't say a language is based on this or that one cause languages are influenced by many others. not only one. so, saying English is (only) based on Germanic, is wrong.
