Nowadays, the lazy, the stupid, and the irresponsible turn immediately to "The Government" for a handout. Occasionally hard-working, prudent, and responsible people who experience a period of misfortune in their lives need some help, and "The Government" should give it; the problem is that once a "Government Program" is set up, it's a scumbag magnet.
