The reason for doing so is to avoid having hundreds of police cars flying through the city coming from all different directions.....which equals police cars hitting other police cars!

Once they are deployed from a rally point (in the video) each of the cars are sent to hard and soft targets throughout manhattan for recon. for suspicious activity. It is this drill that revealed the plot to blow up the brooklyn bridge.
