She appears randomly--you just have to hope and pray you're in the same location she is.

my sceptile learned false swipe which is HELLA usefull when catching latias. its leaves AT LEAST ONE HP on the pokemon it is used on so its really usefull for catching just any pokemon in general.

She'll go wherever she wants. You'll encounter her randomly. Same goes for Latios.

Yes she does. If you go to the battle tower, she'll usually have a Blissey, Snorlax, Latias, Latios, or Cresselia.

god its hard to catch em, i even had a pokemon with arena trap and it still escaped, dam, i even atacked it and got its health into orange, still runs, oh and i cant evolve a febbas wtf is up with that, got a lvl 55 that still wont evolve

i dont think so wobbuffet has low speed and all its moves is about counter attack even though it can learn shadow ball i dont recommend it because its that slow

You need a Pokemon with an ability that keeps Pokemon from fleeing, or a move like Mean Look

No, Latios is availiable in Ruby, Latias in Sapphire. In Emerald, you choose which one you want.
