@weirdoguyisi99 To do this specific moment in emerald: No, you don't need all the badges because it's required to progress. To catch Rayquaza later in any version, I'm pretty sure you need all the badges, and maybe even the elite four.

Zegjita After you beat the elite four then you can catch Razquaza but also needs a mach bike I took 1 hour doing it about 37 times and the 37th time is the one time I finally completed the holes lol!
