Even Margarito announced in February that he had a fight with pac in November.
When paul Williams approached Arum in April about a possible fight with Margarito later in the year he was told that Margarito was on reserve for Pac.

My guess that he wants the great payday in a fight with Manny, but is afraid of his hand speed and a possible loss. So, he made a testing request that does not make sense for either side (24 vs. 15 days testing stop before the fight - which proves nothing) to infer that Manny might be on steroids, to cover his ass in a loss.
