Multiple warheads are necessary. The sole purpose is not to put 10 weapons on multiple targets. Half the purpose of mulitple re-entry vehicles is to increase the likelihood of penetrating airspace and getting to their targets by overwhelming any missile defense system with sheer numbers of incoming projectiles.
