Another issue is that the HIV "drug cocktails" keep HIV positive folks alive longer - allowing them to spread the disease. When caught, they often will say they didn't disclose their HIV because they didn't want their partner to refuse sex. And we let these peope run around free? Insanity!
If the risk of getting aids is not enough to keep people from fucking strangers, of course "abstinence training" is unlikely to help. "Training"? Sounds like potty training. Society used to teach moral behaviour. Who came up with the philosophy that morals are irrelevant?

@alexkool69 The problem with that is that there is no test for HPV for males, which means that they may be asymptomatic carriers and spread the disease that way. Herpes, although there are tests, can be spread when no visible lesions are seen. So, many kids may think that if they don't *see* sores or feel anything, that they are okay.
I do find it strange that, on the one hand, we're told it is a threat to us all and we must spend more money fighting it, but on the other hand, we're told people who have it have "rights" and should not be quarantined, hell they shouldn't even have to disclose.
It's a fatal incurable contagious disease, but because it's mostly found among queers we see all sorts of nonsense about it.
These were around before AIDS was called AIDS. They used to call it GRID: Gay-Related Immune Deficiency, but then more than just gays started getting it.
Isn't it still over 75% queers becoming HIV positive? It was inevitable that it would spread to others, but outside of homosexuals stupid enough to be promiscous, and IV drug users stupid enough to share needles, it's VERY rare.
You might want to consider India and Africa which have exploding HIV/AIDS populations.
It wasn't an issue about "stupid enough". How many straight people don't use condoms if they know that their partner can't get pregnant due to birth control (hint, most)? Well, I hope it would be obvious that pregnancy isn't an issue among the homosexual community. Other STDs could often be cured, and it was a cultural/education issue, not one of stupidity.
