Actually it is quiet easy to get false papers. I am a registered AKC breeder. I have seen people (I DONT DO THIS) and I have reported people for doing this. Lets say fred has 7 dogs 4 female pits 1 female bulldog 1 male pit and 1 male bulldog. One of my female pits gets pregnant. But who is the father?? I just fill in the form and put who ever I want and they will send me back papers for the breed I request. If people get caught doing this they face shit loads of fines and jail time.
