One of my favorite SFC games, and so obscure as well. Aside of the announcers, i think the racers are 'toon furry' renditions of some of the participating drivers of season 1994-1995, matching up with the car liveries. Such a weird but original use of licensed characters.

... I'm not sure how that makes sense, but... or is that some sort of joke?
Also, I have made the third video, but I haven't gotten around to uploading it. ...The third stage REALLY looks like a ripoff of F-Zero though with all those blinking lights on the ground.

SD is a drawing style in Japan actually so. This game isn't the only game or anything with a SD label. There is a wikipedia article on it.
Not a joke though. I think it's to appeal to kids. As for the announcers. Not sure why they're in there. But I think that's the Fuji TV commentating team for that year (the guy in the glasses being Masaharu Miyake)
