Brianx, it is assumed that Jeff had a game to play but in Saw 4, Strahm kills Jeff which in turn eliminates any possiblity for Jeff to play another game. Hoffman knew about Jeffs daughter, so it can be said that Jeff couldve had a game and hoffman or amanda were meant to lead it, but with Strahm killing Jeff, Hoffman used that as and advantage to become increase his reputation as the hero.

Of course that has loopholes in itself because Jiggsaw had to predict that Strahm would arrive in that room at that particular moment, the trap wouldnt have worked if Strahm went to take a piss right before he left to go find the building.

i am usually asking questions when i saw the ndings to the first two but this one was so easy to understand yet still so many mysteries, and seeing that ending i can't beleive thay are managing to squeeze 4 more movies out of it, they are geniuses

All of this is totally possible to really happen. What's scarier is that all the traps work. When they design the traps they test them for realism. Every single trap has actually been built and they all work, for the movies. The only slightly unrealistic one was the ice blocks in 4. It would take 10,000 Hoffmans to lift those beasts up in the air like that.
