Hi there, How does Homebrew channel read this application. I put in the "apps" folder in SD card but homebrew channel couldn't read it. btw, can i just change the menu language but let the console region remains Japan

If you change your AREA setting to one that doesn't match your System Menu Region, it will semi-brick your Wii. It is also possible for this to turn into a full brick, so change the AREA and System Menu at the same time.
