Whereas, one can dance Salsa 'on1' or 'on2', several Salsa (which belongs to Latin Nightclub vs Latin Ballroom) instructors (quite well-known at the Congress circuit) agree in unison: there is NO Cha Cha Cha 'on1'. I have no idea about Ballroom, but Nightclub (again, I am not pretending to be a connoisseur) variation is danced 'on2' - and this timing is represented in the video. It's a 'basic' step, so, be polite, and if you are past this stage, hold your peace for the sake of those who are not.

You call this particular figure a fundamental element of LA style. I never knew there was a difference between styles with Cha Cha Cha. I do know that with Cha Cha Cha, most salsa enthusiast's tend to start on whatever bet they feel like. Some on 2, some on 1. From what I see it's based on choice, not on a particular style. Although, the TIMING SEQUENCE, and only the timing sequence of what you've just demomstrated is considered a form of the Ballroom style of Cha Cha Cha.
