It's quite simple. They can't articulate a charge on which to arrest him. While it was foolish of Ed to yell at the cops as they seemed to be leaving, "mouthing off" is not (yet) a crime. If they were leaving, and only arrested him after he called them out, that's illegal, and won't stand up. They're probably not too worried, though. An hour or 2 hangin at the court, charges thrown out, they get overtime filling out paperwork. Comes out great for them, while he's got atty's fees, court fees, etc
